Hi Melvin,
Its my understanding that cassava root and leaves are quite low in
protein and therefore not really suitable for fish feed which is
generally around 25%-30% protein.
You can increase the protein content by direct fermentation, see patent
# 4081557 on the IBM patent server.

Perhaps  Mr. Crist can get help from the local university on doing some
trials.
If he has access to ponds where Lemmna [duckweed] grows wild he can just
dry this and feed it directly to the fish. My tilapia love it and it is
high in protein.

Dear Tony,
   Thanks for the information. I will pass it along to ECHO. You are correct
in your comment about Cassava, The root is almost entirely composed of
carbohydrates. I think that is why the are wanting to use the soybean meal
as well. Thanks forn the sites as well.
