Hello Devon,
        I don't know of any tilapia suppliers in the SE (check Aquaculture
Magazine for suppliers), but I just received a shipment from a grower in
Arizona. I purchased 1,000 all-male fry (hornorum x mossambica)
averaging .5 TL. The fry cost 20 cents each and with shipping and
handling ended up about 25 cents total. I was quoted similar prices from
other all-male suppliers. I think this is a bit more expensive than
mixed-sex fry but I have found this particular hybrid to be vigorous and
healthy and I don't have to worry about unplanned parenthood.
        I feed my fry 42% protein sinking crumbles which I grind into an
appropriate size powder with a mortar and pestle. I keep them in aquaria
until they are large enough to eat small floating pellets then move them
to my aquaponic system.

I must sound like a broken record to most folks on the list.  You can find
a gazillion aquatic species suppliers around the world on the Ascot
International Fish Database (ie: the Aquafind Database) at
http://www.aquafind.com/
Just a cursory look turned up the following tilapia suppliers: SC-1, LA-1,
AR-3, MS-4, FL-14.  
Since you didn't give us your location it's hard to help you find a site
